SUBSTANCE: image coding device is proposed comprising: obtaining means for obtaining difference values between the elements for, at least, part of the elements of the plurality of elements in the quantization matrix, that can be expressed in the two-dimensional array, which is used, when the image data, to be encoded, are quantized. The obtaining means obtains a difference value between the element corresponding to the first row and the first column in the quantization matrix, and the element corresponding to the second row and the first column, obtains a difference value between the element corresponding to the second row and the first column in the quantization matrix, and the element corresponding to the first row and the second column, and obtains a difference value between the element corresponding to the first row and the second column in the quantization matrix, and the element corresponding to the third row and the first column.
EFFECT: providing a highly efficient encoding, decoding of the quantization matrices by the horizontal, vertical scanning while encoding the quantization matrices.
