SUBSTANCE: invention relates to the field of video processing and, in particular, to a method for encoding/decoding the quantization matrix in the image. Proposed is a device for coding images which comprises: dividing unit configured to divide the input image into a plurality of blocks, prediction unit configured to perform prediction on the basis of the coded pixel to generate a prediction error, conversion unit configured to perform orthogonal transformation for prediction errors to generate transform coefficients, module to generate a quantization matrix configured to generate a quantization matrix that is used to quantize transform coefficients, quantization encoding module matrix configured to calculate values of the differences by scanning the quantization matrix and encoded values of the differences, quantizer module configured to generate quantization coefficients by quantizing the generated transform coefficients using quantization matrix and coefficient coding unit configured to encode the quantization coefficients, wherein the encoding module quantization matrix is configured to scan the coefficients of the quantization matrix unidirectionally to calculate the difference value.

EFFECT: technical effect is to provide a highly efficient coding/decoding quantization matrices by the horizontal / vertical scanning when encoding quantization matrix.
