The compressed image data is encapsulated in the NAL unit with header information of the NAL unit, decoding the header information of the NAL unit, and restoring the compressed image data as the reconstructed image data. The NAL unit header information contains nal_unit_type which uniquely indicates whether the reconstructed image data is used for the reference when decoding another image and the decoding restores the compressed image data based on nal_unit_type.
