Technical result is achieved due to the input stage, in which a plurality of images forming a video sequence are introduced; coding stage on which these images are encoded to generate compressed image data including a reference picture set (RPS), and encapsulate this compressed image data in a NAL unit with NAL unit header information, and a decoding step, in which the header information of the NAL unit and said RPS are decoded, and the compressed image data is restored as reconstructed image data, said RPS identifies a set of images that is used for inter prediction of an associated image, wherein the header information of the NAL unit contains nal_unit_type.
