SUBSTANCE: invention relates to video encoding and decoding with prediction. Technical result is achieved by means of an input on which a plurality of images constituting the video sequence, encoding, which encodes these images to generate compressed image data including a reference picture set (RPS), and encapsulating these compressed image data in a NAL unit, decoding, on which the header information of the NAL unit and said RPS are decoded, wherein said RPS identifies a set of images that is used for external prediction of the associated image, said header information of the NAL unit comprises nal_unit_type, and the encoding determines nal_unit_type so as to indicate unambiguously whether the encoded image data is used for external prediction when decoding other images of the same time level or not.

EFFECT: technical result consists in increasing the efficiency of using the header of the network abstraction layer.
