SUBSTANCE: device for encoding a moving image using motion compensation comprises a predicted motion vector candidate generating unit which performs prediction based on the motion vector of one of encoded units adjacent to the unit which is an encoding object, in space or in time, and creating a predicted motion vector candidate list; a unit for removing redundant predicted motion vector candidates, which removes the predicted motion vector candidate having the same vector values from the predicted motion vector candidate list; a unit for selecting a predicted motion vector from the predicted motion vector candidate list; a unit for calculating motion vector difference based on the difference between the selected predicted motion vector and the motion vector used for motion compensation; and an information encoding unit representing the selected predicted motion vector along the motion vector difference.
