SUBSTANCE: closed-cycle plant, in particular the Rankin cycle plant, for converting thermal energy into mechanical and/or electrical energy comprises: a closed loop within which the working fluid circulates in accordance with a given circulation direction, a volumetric expander configured to receive working fluid in gaseous state at the inlet. Volumetric expander comprises: a casing having an inlet and an outlet, respectively adapted to enable the input and output of working fluid, an active element housed in said casing and intended to form, together with said casing, an expansion chamber of variable volume, a main shaft associated with active element and configured for rotational movement around the axis, a distributor working with the inlet and outlet of casing and configured to selectively open and close inlet and outlet, with the ability to provide at least one input state, one expansion state and one outlet state of working fluid from said expansion chamber, an electric or mechanical power generator connected to the main shaft. The distributor comprises a regulating device configured to allow at least one of the following parameters to be changed: the duration of input state, the maximum cross section of inlet passage.
