SUBSTANCE: tobacco smoke filter or the filter element includes heat treatment of a continuously fed longitudinally oriented tow of material; cooling the heat-treated continuously fed tow and forming a longitudinally oriented outer layer of the tobacco smoke filtering material around the continuously fed tow to produce a continuously supplied tow including the said longitudinally oriented tow of material and the said longitudinally oriented outer layer of a tobacco smoke filtering material wrapped around longitudinally oriented tow, the continuously fed longitudinally oriented tow of material is obtained by preliminary moulding.
EFFECT: excluding of tow curvature or bending.
