SUBSTANCE: wireless transmit-receive unit (WTRU) may include a processor. The processor can be configured to execute one or more of the following. The processor may decide to transmit information using the transfer from device to device through a pool of resources from multiple resource pools. Each resource pool can be associated with a range of reference signal reception power (RSRP) values. The processor can determine the RSRP measurement of the cell associated with the WTRU. The processor can select a resource pool from a plurality of resource pools based on the measurement of the RSRP cell. The RSRP cell measurement may be within the range of the RSRP values associated with the selected resource pool.

EFFECT: processor can transmit information using the selected resource pool.
