SUBSTANCE: video decoding method, in which information about the size of the PCM block is extracted from a bitstream; the minimum size of the PCM block is determined to syntactically analyze the PCM header based on information about the size of the PCM block; the PCM header is syntactically analyzed from a bitstream only in the case, when the block type is an intra prediction and block size is equal to or greater than the minimum size value of the PCM block; the entropy decoding process and the PCM decoding process are controlled based on the PCM header; the converted image data are syntactically analyzed in a bitstream in the control of the entropy decoding process; and images in a bitstream in the control of the PCM decoding process are decoded by PCM-decoding of the PCM image data.
