FIELD: information technology.
SUBSTANCE: invention relates to techniques of entropy encoding and decoding for encoding and decoding a video signal. Device comprises a receiving unit configured able to receive from the bit stream an information on the maximum size of the coding unit and the first information indicating, whether it is allowed to include a dependent slice segment in the video frame or not. Device also includes a decoder configured able to define one or more maximum coding units included in the first slice segment basing on the maximum size of the coding unit, which is determined by using the information on the maximum size. Proposed is a video decoding device.
EFFECT: technical result is higher efficiency of encoding/decoding a video signal.
