Video decoding method in which information on the size of a PCM block from a bitstream is extracted; determining the maximum value of the PCM block size for parsing the PCM header, based on the PCM block size information; syntactically analyze the PCM header from the bitstream only in the case where the block type is an internal prediction and the block size is equal to or less than the maximum PCM block size value; control the entropy decoding process and the PCM decoding process based on the PCM header; syntactically analyzing the converted image data in a bitstream while controlling the entropy decoding process; and PCM data is decoded by PCM decoding in a bitstream while controlling the PCM decoding process.

EFFECT: technical result is to improve the quality of compressed video.
