SUBSTANCE: invention relates to medicine, namely to lipid preconcentrate for the sustained release of a pharmacologically active substance and a pharmaceutical composition containing a lipid preconcentrate. Lipid precondition comprises a) at least one sorbitan unsaturated fatty acid ester; b) at least one neutral phospholipid; c) at least one hardener of liquid crystals and d) at least one anionic anchoring, where the sustained release pre-concentrate exists as a lipid liquid phase in the absence of a water-containing liquid and passes into a liquid crystal after exposure to a water-containing liquid.

EFFECT: invention allows to obtain a safe and biodegradable preconcentrate with a sustained release of a cationic pharmacologically active substance by ionic interaction between the anionic anchor agent and the cationic pharmacologically active substance.
