SUBSTANCE: invention relates to satellite systems (SS) of communication and observation using light satellites that operate at low and medium earth orbits and provide continuous regional coverage of the Earth's surface. Technical result is providing a continuous coverage of near-equatorial latitudes with a specified magnification of the survey with the minimum altitude and the number of orbital planes, satellites in them, as well as the number of starts for the SS deployment. To this end, a satellite communication system comprises multiple artificial earth satellites equipped with onboard relays of the inter-satellite communication and built on several orbital planes separated in the longitude of the ascending node by the same angle, with a uniform distribution of the satellites in them. SS is built on only two orbital planes deployed along the longitude of the ascending node by 180°, herewith satellites in the first orbital plane are in-phased with satellites in the second one and provide a continuous connection of the subscribers and observation in a given near-equatorial region of the coverage limited by the maximum latitude, with the required multiplicity of the survey.

EFFECT: technical result of the invention is to provide a continuous coverage of near-equatorial latitudes with a specified multiplicity of the survey with the minimum altitude and the number of orbital planes, satellites in them, as well as the number of starts to deploy the SS.
