FIELD: astronautics.

SUBSTANCE: invention relates to construction and transformation of satellite systems (SS) of the survey of the near-space, having the form of a spherical layer, with given multiplicity and periodicity. Method includes the removal of observation satellites initially into the orbits of the lower tier, located below the lower boundary of the specified spherical layer. This single-tier SS survey is optimal by the criterion of the minimum total characteristic speed required for its construction. In case of the failure of part of the lower tier satellites, several satellites are output (from the Earth or from the orbital reserve) to the orbits of the upper tier satellites, forming a two-tier SS of the specified spherical layer with the same multiplicity and periodicity. This two-tier SS is optimal (according to the same criterion) or close to that for the orbits of the upper tier satellites and at least part of the orbits of working satellites of the lower tier.

EFFECT: technical result is to ensure the efficiency of the SS recovery and increase its functionality.
