FIELD: astronautics.
SUBSTANCE: invention relates to construction and transformation of satellite systems (SS) of the survey of the near-space, having the form of a spherical layer with predetermined multiplicity and periodicity. SS contains observation satellites, originally deduced into the orbits of the lower tier, located below the lower boundary of the specified spherical layer. This SS is optimal by the criterion of the minimum of the total characteristic speed required for its construction. When one or more satellites of the lower tier fail, several serviceable satellites of the same lower tier are transferred to the orbits of satellites of the upper tier located above the upper boundary of the specified spherical layer. This forms a two-tier SS survey of this spherical layer with the same multiplicity and periodicity. New SS is optimal (by the same criterion) or close to that for the orbits of upper tier satellites and at least part of the orbits of the remaining lower tier satellites.
EFFECT: technical result is to ensure efficiency and cost savings for the recovery of SS operation in case of failure of the lower tier observation satellites.
