SUBSTANCE: group of inventions refers to devices for regulating the flow of the medium (air). Regulating device includes a gate with rotary blades connected through a transmission mechanism with actuators of a passive and active principle of action, a cam clutch, an intermediate power element. Transmission mechanism is further provided with a switching device. Switching device is located between the actuator of the active principle of operation and the cam clutch.
EFFECT: group of inventions allows to increase the reliability of the regulating device and the system of passive heat removal in general.
