FIELD: industry and power engineering.
SUBSTANCE: invention relates to devices for regulating the flow rate of the medium (air) and can be used in industry and power engineering, in particular in systems for removing residual heat from nuclear power plants. The effect is achieved due to the fact that the regulating device contains a gate (1) with rotary blades (2) connected through a transmission mechanism (25) with drives of passive (3) and active (10) action, a cam clutch (11), an intermediate power element ( 20), while the transmission mechanism (25) is additionally equipped with an electromagnetic clutch (19), which is located on the shaft from the active drive (10), in front of the cam clutch (11).
EFFECT: improving the reliability of the control device and the passive heat removal system as a whole.
