SUBSTANCE: video decoding device is proposed. The device includes a parser which receives a bit string corresponding to the information level of the current transformation coefficients by performing arithmetic decoding of the bit stream. The device also includes a parameter determination tool which determines the current binarization parameter to determine the bit string of the prefix from the mentioned bit string equal to one of (i) the previous binarization parameter and (ii) the updated value of the previous binarization parameter obtained by adding n to the previous binarization parameter. The device also includes a recovery tool and a decoder.
EFFECT: decreased number of bits generated during encoding.
