SUBSTANCE: invention relates to a field of data transmission in a wireless communication system. Base station includes a transmission unit configured to transmit a request message to a second network device, wherein the request message is used to provide for the second network device the ability to generate a first configuration for UE user equipment carrier, and the media type is type 2 or type 3; and a generating unit configured to generate a second configuration for the medium, when it is determined that the type of the medium is of type 2, where the transmission unit is further configured to transmit the first configuration and the second configuration to the UE.

EFFECT: correct configuration of the radio bearer is provided, the load on the configuration of the first network device is reduced and the configuration efficiency is improved.
