SUBSTANCE: invention relates to encoding images. Apparatus comprises: an entropy decoder configured to receive the intra-prediction mode and the quantised one-dimensional (1D) transform coefficients from an image encoding device, and reconstructing the quantized block using the quantized one-dimensional (1D) transform coefficients; an inverse quantisation/transform unit configured for inverse quantisation and inverse transform of the quantised block to generate the reconstructed residual block; and an intra-predictor configured to generate a prediction block in accordance with an intra prediction mode; and an addition module configured to add a residual block and a prediction block to generate an initial block, where, when the size of the quantized block is equal to 8×8.
EFFECT: technical result consists in increased efficiency of encoding the transformed residual signals of a moving image.
