SUBSTANCE: invention relates to encoding images. Moving image encoder comprising: an intra predictor configured to determine an intra prediction mode and generate a prediction block in accordance with an intra prediction mode, a conversion/quantization unit configured to transform and quantize the residual block for the prediction unit to generate a quantized block; an inverse transform/quantization unit configured for inverse quantization and inverse transform of the quantized block to generate a reconstructed residual block; and an entropy encoder configured to entropy encode the quantized coefficients of the quantized block.
EFFECT: technical result consists in increased efficiency of encoding the transformed residual signals of a moving image.
