SUBSTANCE: invention relates to encoding images. Device for encoding an image, comprising: a coding mode determination device configured to divide the input image into great many single coding elements; an intra predictor configured to determine an intra prediction mode and generate a prediction block in accordance with an intra prediction mode; a transform/quantisation unit configured to transform and quantise the residual block for the prediction unit to generate the quantised transform block; an inverse quantisation/transform unit configured for inverse quantisation and inverse transform of the quantised transform block; and an entropy encoder configured for entropy encoding the quantised transform coefficients of the quantised transform block.
EFFECT: technical result consists in increased efficiency of encoding the transformed residual signals of a moving image.
