SUBSTANCE: invention relates to encoding images. Apparatus comprises: a coding mode determination device configured to determine the size and prediction mode of each prediction coding block; a transform/quantisation unit configured to convert and quantise the residual block generated via intra prediction to generate a quantised block; an inverse transform / quantisation unit configured for inverse quantisation and inverse transform of the quantised block; a deblocking filter configured to perform a deblocking filtering method on image data received from an inverse quantisation / transform decoding unit; an intra predictor configured to determine an intra prediction mode and generate a prediction block in accordance with an intra prediction mode; and an entropy encoder configured to entropy encode the quantized coefficients of the quantized block.
EFFECT: technical result consists in increased efficiency of encoding the transformed residual signals of a moving image.
