FIELD: physics.

SUBSTANCE: proposed is the device for encoding of moving images for increase in image signal compression degree at high quality of said image. To minimise the number of bits required for remainder bloc, quantised conversion factors are adaptively divided into multiple subsets in compliance with conversion bloc size, while quantised non-zero conversion factors are scanned and encoded. The mode of intraforecast of current bloc is defined with the help of reference pixels produced by filtering of current block reference pixels. Thus, data volume can be minimised for remainder bloc from current bloc.

EFFECT: efficient encoding of converted residual signals of moving images.
