FIELD: astronautics.
SUBSTANCE: invention relates to space engineering, specifically to development and operation of personal satellite communication systems using low-orbit relay satellites. For this purpose, in the method, a traffic to the user terminal is carried out via a relay satellite for a time when the signal power to noise power ratio exceeds the threshold value. Traffic is transferred to another relay satellite when the signal power to noise power ratio becomes below the threshold value, and the signal power to noise power ratio of the other relay satellite exceeds the threshold value. In the presence of two or more relay satellites in the zone of the radio visibility of the user terminal, the signal power to noise power ratio of each relay satellite is determined. Then, the obtained values are compared with the threshold level of the signal power to noise power ratio required for registration by the user terminal of the relay satellite. Relay satellites, in which the signal power to noise power ratio exceeds the threshold level, are selected, then the Doppler frequency shift values of the pilot signals of the selected relay satellites are determined and a request for registration is sent by the user terminal of the relay satellite, in which the Doppler frequency shift of the pilot signal is the largest of all selected relay satellites.
EFFECT: technical result is reduced number of hard token passing and reduced number of radio communication interruptions that result from this, leading to short-term failures and information losses.
