SUBSTANCE: invention discloses a method for processing a downlink channel service and a mobility management object. Method comprises receiving, by the MME object a notification message sent by the MSC/VLR after restarting the MSC/VLR when the user equipment is in the waiting state, suspending by the MME object the procedure for transitioning to CS mode initiated by the downlink CS; prescribing by the MME object to the user equipment to enter the connected state; prescribing by the MME object to the user equipment to initiate a combined procedure for updating the location information so that the user equipment has completed registration in the CS domain; issuing a command to the user equipment to the MME to execute the procedure of transition to the CS mode after the user equipment completes the registration in the CS domain.
