SUBSTANCE: invention relates to computer engineering. Image decoding apparatus comprises a control unit configured to control the decoding of encoded data, in which an image is encoded based on information indicating the size of the partial image region and the level indicating the load in the decoding processing of the partial region; and a decoding unit configured to decode the encoded data under the control of the control unit, wherein the partial region is an independently decoded image region, which is the smallest of the image, and the entire image is associated with the corresponding level set for decoding, which differs from the level denoting the load in the decoding processing of the partial region.
EFFECT: technical result is to enable more accurate recognition of the performance characteristics required for decoding.
