In the method, a knowledge base is established to ensure the safety of each ship, the database, while ensuring the mutual exchange of information of emergency vessels, and in the event of an emergency, all data on the emergency vessel, both the raw data and the received data on the accident, are analyzed in the computer center, and develop optimal recommendations for the maintenance of the emergency vessel afloat prior to the approach of the rescue vessel or other solutions for the rescue of people, ships, cargo and to prevent environmental pollution, in addition, the technical data of all vessels of this class, the characteristics of the cargo being transported, the actual loading on decks and holds, data on a vessel's failure are obtained in real time by means of surveillance systems installed on ship superstructures and mobile self-propelled or remote-controlled small-sized vehicles moving in surface and underwater positions.

EFFECT: technical result is improved safety of navigation in critical situations.
