Image processing device includes a motion compensation unit that performs motion compensation to generate a predicted image; a motion vector compression unit configured to compress an interlayer motion vector of an adjacent block in the level direction using the same compression ratio as the temporal motion vector of the adjacent block in the time direction to generate a compressed motion vector; and an encoding unit configured to encode the image using the predicted image.
EFFECT: technical result is to curb the increase in the storage capacity required for encoding and decoding.
