Image processing device includes a motion compensation unit that performs motion compensation to generate a predicted image; a motion vector compression module configured to compress the motion vector of the current layer of the neighboring block in the direction of the level using the same compression ratio as the temporal motion vector of the neighboring block in the temporal direction, to generate a compressed motion vector; and a decoding module configured to decode the bitstream using the predicted image.
EFFECT: technical result is to curb the increase in the storage capacity required for encoding and decoding.
