SUBSTANCE: invention relates to video encoding and decoding techniques. Image processing device is disclosed. Image processing device comprises: an encoding unit configured to encode each main layer of image data by performing an interlevel prediction which is a prediction between a plurality of main layers only on a sublayer specified in interlevel prediction control information which controls interlayer prediction by using a sublayer; and a transmission unit configured to transmit coded data obtained by encoding the coding unit and interlevel prediction control information.
EFFECT: high efficiency of encoding or decoding video data by providing prediction between levels.
