SUBSTANCE: image processing device is disclosed. The device comprises a receiving unit and a decoding unit. The receiving unit is configured to receive encoded data in which an image with multiple base levels is encoded and interlevel prediction control information which controls interlevel prediction, which is the prediction between the multiple base levels, using a sublevel. The decoding unit is configured to decode each base level of the encoded data received by the receiving unit, by performing interlevel prediction only on the sublevel indicated in the interlevel prediction control information received by the receiving unit.
EFFECT: high efficiency of encoding or decoding video data by providing interlevel prediction.
