SUBSTANCE: invention relates to communication. To this end, it is provided that: when it is determined that downlink data to be sent to a user device exists and that the user device is in a power-saving mode, the event that downlink data to be sent to the user device exists when the user device was in the power-saving mode is recorded; when a tracking area update (TAU) request initiated by the user device is received, an indication message is sent to the user device, wherein the indication message is used to indicate that downlink data to be sent to the user device exists when the user device was in the power-saving mode, so that the user device obtains the downlink data after establishing a data bearer.

EFFECT: technical result is reduction of frequency of a data bearer being established between a user device and a network side, cutting down on signalling interaction and saving power of the user device.
