SUBSTANCE: machine includes a releasable wire feeding bobbin to the guide portion provided adjacent to the end portion of the machine body, the machine providing a twisting of the wire in the guide portion, feeding the wire around the reinforcing bars to wind it around them, cutting the wire through a cut-off mechanism and twisting the ends of the wound wire for tying the rods. In this case, the cut-off mechanism comprises a movable knife made with a configuration enabling it to slip or swing relative to a stationary knife or pivot within a fixed knife and cutting off a wire, and the guide part is provided with a holding device for holding the side of the cut off end portion of the wire cut and separated during the cutting operation by means of a movable knife, which ensures the bending and retention of this side of the cut off end portion of the cut and separated wire. Invention is also an embodiment of the machine.
