SUBSTANCE: invention relates to the computer equipment. Image processing device includes the filtering module, which is designed with possibility of the unlocking filter application, including the first unlocking filter and the second unlocking filter, which filtration intensity is greater, than that of the first unlocking filter, to the neighboring pixels adjacent to the blocks boundary within the locally decoded image; controller, which is designed with possibility of controlling, as the second unlocking filter application condition, over the second unlocking filter for the restriction process application to the modified by the second unlocking filter difference value, using the second restriction value, exceeding the first restriction value, used in the case of the restriction process application to modified by the first unlocking filter difference value; and the encoding module, which is designed with possibility of filtered by the unlocking filter image encoding.
EFFECT: technical result consists in increase in the unlocking filtration efficiency.
