SUBSTANCE: invention relates to video encoding technologies. Result is achieved by determining whether to apply or how to apply a filtering process to an edge of the block, for conversion between the video colour component block and the video bitstream representation, based on the first quantisation information for the first video region containing samples on one side of the edge, and/or the second quantisation information for the second video region containing samples on the other side of the edge, in accordance with a rule which is based on an encoding mode applicable to a unit for encoding samples on said one side or samples on said other side of the edge. Rule establishes that a plurality of quantization parameter (QP) offsets at different levels of the video block are used to determine the first quantisation information or the second quantisation information.
EFFECT: high efficiency of video encoding.
