Image encoding device comprises a section for processing an adaptive offset of a luminance signal, configured to perform a process for adaptively shifting a luminance signal with respect to an image brightness signal, section for processing adaptive shift of colour difference signal, made with possibility to perform adaptive shift of colour difference signal with respect to colour difference signal of image, based on data used by process of adaptive shift of brightness signal of adaptive offset section of brightness signal, and encoding section, configured to generate a bit stream using an image with respect to which a process of adaptively shifting the luminance signal and an adaptive shift of the colour difference signal have been performed.

EFFECT: technical result consists in improvement of efficiency of coding of colour difference signal without increasing volume of calculations, using adaptive offset also with respect to colour difference signal.
