SUBSTANCE: image processing device comprises an installation unit configured to set type information indicating a type, which is common for the type of the adaptive bias filter of the first color difference component of the image and for the type of the adaptive bias filter of the second color difference component of the image, adaptive offset bias filter unit configured to apply a adaptive sample shift filter to an image, locally decoded when encoding an image, an encoding unit and a transmitting unit configured to transmit type information set by the setup unit and an encoded stream formed by the encoding unit. Type setting unit uses the value of unlocked pixels to set the type of filter, which is common for components Y, Cb, Cr in units of LCU, and sends the type to the syntax recording unit. Bias setting unit uses the value of the unlocked pixels to set the offset independently for each of the components Y, Cb, Cr in the LCU units. SAO control information setting unit sends an offset or a merge flag to the syntax recording unit, which is set with reference to an offset specified by the bias setting unit.
EFFECT: technical result is reduction of encoded data volume during encoding and decoding.
