SUBSTANCE: invention relates to a device, method and system for optimizing a transport communication network. Device comprises a module for parameter collecting/output, module for finding connected structures for finding connected structures by the criterion of minimum average delay time and by the criterion of the maximum availability of the transport communication network, structural optimization module, parametric optimization module, content module, which is designed with possibility to fill in the switching tables of the transport communication network using coherent structures, such as shortest routes, spanning trees, Hamiltonian circuits and cycles, determined by the criterion of the maximum availability of the transport communication network, topology tables of the transport communication network using the calculated optimal logical structures of the transport communication network and transport resource network resource management tables using the calculated optimal bandwidth distribution of the logical channels of the transport communication network for transmission their network elements of the transport communication network, managing physical ports based on the received data and transferring the data of the tables to the parameter collecting/ output module.

EFFECT: technical result consists in increasing the utilization rate of the total channel resource and availability factor of the transport communication network.
