Device comprises: a parameter collection/output module configured to receive information from a communication network, at least an average delay time and communication channel availability coefficients, information from the access network, at least, the average size of the protocol data units and the intensity of the arrival of the protocol data units of 1st, 2nd and so on up to the kth priority, allowable network delays for the protocol data units of 1st, 2nd and so on up to kth priority, information on network elements of unbalanced transport communication network, transmitting switching/routing tables, topology and resource management to network elements, a routing module configured to locate communication structures of an unbalanced transport communication network, a topology synthesis module.

EFFECT: technical result consists in reducing the number of arithmetic operations when finding optimum capacity values of communication channels.
