SUBSTANCE: invention relates to a hand-held instrument comprising an outer wall, an inner wall, a channel for the flow of a fluid, extending within the inner wall from the entrance for the fluid to the device to the exit for the fluid, a fan unit located within the inner wall for sucking fluid through the fluid inlet, and a seal located between the outer wall and the inner wall. Fluid in the fluid flow channel can flow from the fluid inlet to the upstream end of the fan unit, through the fan unit, to the downstream end of the fan unit and further to the output for the fluid. Seal may be located downstream of the fluid inlet. Seal may be located downstream of the fan unit. Outer wall may contain the handle of the device.

EFFECT: seal may comprise a seal ring, a lip seal, or any shaped seal.
