SUBSTANCE: invention relates to the field of encoding/decoding of motion information. Device is configured to decode motion information and contains: entropy decoder that receives the prediction mode of the current block from the bitstream; shaping unit, which, when the prediction mode of the current block is external prediction, obtains a possible spatial predictor of the motion vector of the current block by using the motion vector of an available spatial prediction unit spatially associated with the current block, obtains a possible temporal predictor of the motion vector of the current block by using the motion vector of the available temporal prediction unit associated in time with the current block, and when the number of possible spatial predictors of a motion vector and the possible temporal predictor of a motion vector is less than a predetermined number n, adds a zero vector, which should be a possible predictor of motion vector, so that the total number of possible predictors of a motion vector equals that predetermined number n; and motion information decoder, which obtains information indicating the motion vector predictor from among the possible motion vector predictors, from the bitstream, and obtains the motion vector predictor of the current block based on this information.

EFFECT: increased efficiency of decoding the motion information of the current block.
