SUBSTANCE: invention relates to the field of environmental protection and can be used to collect oil spills (oil products) from under the ice cover, mainly of the Arctic reservoirs. Method includes the localization of the oil or oil product spot, drilling in the ice cover of the well, diving through the well into the area of the swirl spot with the pumping device, rotation of the swirler in the water under the ice of the vortex funnel, which collects oil or oil product into it and then removes the oil or oil product by pumping it from the vortex funnel to the oil receiver. Localization of the oil or oil product stain is produced, covering the area of the spot localization, exceeding the zone of action of the vortex funnel. As the oil or oil product is pumped out, the spot localization area is narrowed to the size equal to or smaller than the zone of action of the vortex funnel. Localization of the oil or oil product spot can be done by placing a boom under the ice cover by transporting it with controlled torpedoes and/or underwater vehicles. Boom with a closed loop in the form of a spiral is used, it is made with the ability to narrow the closed loop by twisting this spiral.

EFFECT: use of the invention will allow to increase the area of collection and removal of oil (oil products) from under the ice cover on flowing and non-flowing water bodies.
