SUBSTANCE: invention relates to water supply and can be used in the regulation of underground and above-ground runoff, correlated with the valleys of mountain rivers with periodically drying out watercourses, to improve the reliability of water withdrawal or its increase. Device for regulating freshwater reserves in the underground reservoir includes waterproof barrage 1, designed in aquifer 2, completely covering aquifer 2 with the formation of underground reservoir 3. In the lateral mountain gorge relative to the river valley outside the zone of its action, there is elevated reservoir 4, formed by elevated dam 5 and connected to the river by diversion canal 6 with a non-dam intake. Volumes of both reservoirs are interconnected, and with the consumer - at least one of them, shut-off and regulating pipelines.

EFFECT: invention provides the possibility of reliable water intake in the required amount throughout the entire period of operation, including in low-water periods of the year in the valleys of mountain rivers with periodically drying up water flow, due to the effective use of the underground and above-ground volume of the valley of a mountain river with the exception of catastrophic situations during the passage of floods.
