SUBSTANCE: invention relates to providing user access to services of local service operator. Disclosed is a method of providing user access to services of a local service provider, comprising: in universal ticketing system centralized collection and storage in a single database of information relating to conditions for providing services of multiple local service delivery systems, controlled by local operators of service delivery systems, where services are provided at location of user; for a local service provision system selected by a user from a plurality of local service delivery systems, transmitting to a user a set of access rules for services of a local service provision system, stored in a single database, where a set of rules contains a mandatory set of rules; requests user consent for compliance with a mandatory set of rules; selecting, upon agreement with the user, a set of additional rules, with the consent of the user, selecting a storage medium for storing user identification data, verifying the user's ability to comply with a mandatory set of local operator rules, registering a user in the local system of the local operator using the user's identification data; when the user is in the service rendering zone, the user identification data are read from the selected data medium, the user registration with the read identification data in the local service provision system is verified, and when the user logs on in the local service provision system, the user selects the service in accordance with an additional set of rules and with compliance checking of at least one of the rules from the set of mandatory rules.
