SUBSTANCE: invention relates to a surveillance method using a surveillance camera system which transmits captured moving images to a server. Result is achieved by the fact that the moving image splitting device is connected to the cameras in the group of cameras which capture the moving images, is connected to the information processor through the network and to the processor. Processor repeats request in moving image sending camera, obtaining captured moving image from camera, detection of I frame in obtained moving image, creating partition data with a sequence assigned in ascending order of capture time in a GOP unit, which includes an I frame, and accumulating partition data in a storage device. In response to the data partitioning request from the information processor, the processor extracts the partition data from the storage device with reference to the sequence assigned to the partition data, and transmits the extracted partitioning data to the information processor.

EFFECT: technical result is to prevent image resolution reduction.
