Image encoding device comprises a processor configured to: perform intraframe block copying in the current element of the coding tree (CTU) of the current slice based on the reference region limited by the upper right CTU; wherein the upper right CTU is a CTU located on the upper right side of the current CTU; wherein upper right CTU is located in upper section relative to current section; generating a prediction block based on intraframe block copying in the current CTU; and encoding the current CTU based on the prediction unit to generate the bit stream.

EFFECT: technical result consists in improvement of encoding efficiency in intraframe block copying (IntraBC).
