System comprises a set of workstations for training personnel and computers of various types connected to system units. At the same time, the declared system contains a unit of a transmitter-breaker, a variator unit, an analyzer unit, a corrector unit, an integrator unit, a tolerance limiter unit, a unit for determining static characteristics of the controlled object, a unit for determining dynamic characteristics of the controlled object and a unit for optimizing settings.
