FIELD: video editing.

SUBSTANCE: invention relates to encoding and decoding of video signals with compensation of affine motion and is intended to control buffer of video signal coding system. Method involves receiving input data associated with a current block encoded or to be coded in an affine mode. Two or more motion vectors of a neighboring block are obtained from a buffer, where at least one of the extracted motion vectors does not correspond to a sub-block in a first row of a neighboring block or a first column of a neighboring block. Method extracts affine candidate containing affine motion vectors using two or more extracted motion vectors, and encodes or decodes the current block by predicting the current block using one or more blocks with motion compensation by the obtained affine candidate. Buffer for obtaining affine candidate stores selective motion vectors less than all motion vectors of coded blocks on given image.

EFFECT: technical result is providing compensation of affine motion due to decomposition of motion vector.
